1. (SBU) We delivered reftel demarche to Julian Juarez,
Assistant Director General for United Nations Affairs, at
Mexico's Foreign Relations Secretariat (SRE). Juarez
explained that the PSI issue was undergoing serious
discussion within the SRE, but stated that Mexico would most
likely not support the initiative. According to Juarez, the
GOM does not believe in supporting "extra-conventional"
initiatives when the objectives of the original agreements
are more than adequate. In respect to PSI, Juarez insisted
that Mexico fully supports UN Security Council Resolution
1540 but feels the PSI is an unnecessary addition. Poloff
explained to Juarez that supporting the PSI Statement of
Principles entailed no additional legal or operational
obligations and served primarily to indicate Mexico's
political support for proliferation security and to deter
proliferators from abusing Mexico's sovereignty. Juarez
agreed to present the PSI fact sheet at the SRE's next
meeting and contact us if there are any changes. We will
report any updates as they become available.
