NUCLEAR COOPERATION INITIATIVE

1. (SBU) Poloff delivered reftel points to Alicia Buenrostro
Massieu, Assistant Director General for Africa and Middle
Eastern Affairs, at Mexico's Foreign Relations Secretariat
(SRE). Buenrostro thanked Poloff for the information and
said she would look it over carefully. She confirmed that
the SRE had not made, nor did she believe it intends to make,
any public statements concerning the initiative. Poloff
explained to Buenrostro the significance of the agreement,
especially in respect to global nonproliferation efforts, and
reiterated IAEA Director General ElBaradi's statements. We
will report any further developments as they arise.
