1. (SBU) Poloff delivered reftel demarche to Liliana Lopez
Ortiz, Assistant Director for International Law, at Mexico's
Foreign Relations Secretariat (SRE). Lopez reminded Poloff
of Mexico's long tradition of supporting international rights
and that the GOM was happy to vote in favor of the adoption
of the Third Additional Protocol to the Geneva Conventions.
Lopez explained that the issue was currently undergoing an
internal review by all government agencies associated with
the issue but that she expected the GOM ready to sign within
a month. The next step, according to Lopez, would be to
ratify the adoption which she also expected to happen before
the current congress recesses. We will report any further
developments as they arise.
