1. (C) On February 10, CAI delivered the talking points in ref
to Minister of Foreign Affairs Monyane Moleleki. The Minister
was receptive to the USG position, and expressed appreciation
for us raising this issue in ample time before the UNGA vote.
This would permit him to consult fully with the Prime Minister
and neighboring countries. (Note: the Minister mentioned
Botswana specifically).
2. (C) While noting the supposed constraints resulting from the
tendency of regional blocs to adopt a uniform position on such
issues, Moleleki said he would recommend that Lesotho favor
Guatemala's candidacy. Venezuela was not a suitable for the
UNSC, he said, due to President Chavez's non-constructive
behavior. In addition, Moleleki thought Lesotho should support
its "good friend" the U.S. on this matter.
