1. Subject grant agreement between the Government of the United
States of America and the Law Office (632-DHRF-06-001) for the
purchase of law books has been cancelled in its entirety in
compliance with DHRF requirements as per refs A and B.
Amendment No. 1 to effect this change was signed by COM on
September 28, 2006 and by the Director of Prosecutions on
September 29.


2. Post entered into an agreement with a new grantee on
September 29, 2006. Details follow:

- Project Agreement Number: 632-DHRF-06-006
- Project Name: Lesotho Homemakers' Association
- Project Description: The association will organize
regional awareness workshops to target youth and women groups in
the rural areas of Lesotho where it operates. The workshops
will create awareness on what the Local Government entails and
the roles and responsibilities that youth and women have in
realizing developmental and democratic objectives. At the same
workshops, participants will be introduced to voter education in
preparation for the general elections to be held in 2007. The
content uses both formal and informal education methods aiming
to equip trainees with skills to disseminate the information on
the voter education materials. The trainees will be guided with
all the elections processes before, during and after the
elections. The voter educators will be made to clearly
understand the Mixed Proportion Method model currently in use in
Lesotho. The project intends to bring awareness on the issues
of the Local Government and the project will also ensure that
women and youth understand and identify the roles that they need
to play in such structures.
- Amount of Grant: $5,000.00


3. The Embassy is hopeful that all requirements have
successfully been met for obligation of these funds.
