Jesus "Gary" Domingo told poloff December 14 that the
Philippines appreciates the "concept and spirit" of the
proposed US-sponsored UN Security Council resolution on
Burma. He stated that the Philippine government is "quite
frustrated" with Burmese intransigence. The draft
resolution, with its clear endorsement of the Secretary
General's good offices mission, could be another "tool" in
dealing with the Burmese regime, he commented.


2. (C) Domingo said he would positively endorse our demarche
in briefing Secretary Romulo, but cautioned that further
internal consultations would have to occur with the Office of
Association of Southeast Asian Affairs and the Office of
Policy regarding whether the Philippines would formally
support the U.S. initiative, especially publicly.
