1. (SBU) According to Department of Foreign Affairs (DFA)
Office of UN and International Organizations (UNIO) Director
Gary Domingo, the DFA is still awaiting inputs from other
Philippine government agencies -- notably, the Departments of
Justice and of Transportation and Communications -- on the
new protocols to the UN Convention for the Suppression of
Unlawful Acts Against the Safety of Maritime Navigation (SUA)
(ref a). Once these views were in hand, Domingo said the DFA
would convene an inter-agency board at the end of May or
early June to reconcile any differences and recommend next
steps toward signing and ratification.
2. (SBU) Separately on May 2, UNIO Executive Director
MacArthur Corsino told Pol/C that the Philippines in
principle continued strongly to support the SUA and predicted
that the GRP would eventually sign the 2005 protocols.
