1. (C) Econoff June 5 delivered Ref. B demarche concerning
the Non-Aligned Movement (NAM) statement on Iran's nuclear
program to MFA Director for International Organization
Affairs Ghassan Shaikho. Shaikho replied that he had been
present at the drafting of the NAM statement and said he
wished to respond to the demarche with three main points.
First, he asserted that the NAM statement represented "quite
an improvement" over the original draft language. Second, he
said that GCC states declined to participate in the drafting
of the statement, adding that the GCC's goal was to create an
atmosphere of cooperation and to play a conciliatory role.
"We have our channels open with that country," he said.
Third, Shaikho said the weight of the statement was minimal,
noting that the NAM asserts no authority over the IAEA or the
Security Council. "The only influence it will have is with
the media and perhaps the UNGA."


2. (C) Shaikho commented that the U.S. statement on Iran was
a positive move. He requested confirmation on a confidential
basis regarding any available details on the offer to Iran.
(See Ref. A for a similar request from the Foreign Minister.)


3. (C) Separately, A/DCM delivered Ref. B demarche to MFA
Assistant Under Secretary Shaikh Abdul Aziz bin Mubarak Al
Khalifa. Shaikh Abdul Aziz pledged to review our points
carefully. He commented that he had just read the NAM
statement a few minutes before and he was surprised at how
one-sided it was.
