1. (C) Pol/Econ Chief July 2 delivered reftel notification
of the second round of Administrative Review Board (ARB)
proceedings to MFA Director for Bilateral Affairs Dhafer Al
Umran. Al Umran said that he would pass the request for
information about Bahraini detainee Isa Al Murbati to MFA
Director for Consular Affairs Yousef Ahmed, who is in direct
contact with the families of the detainees. He was confident
the GOB and Al Murbati's family could provide supporting
information in advance of the 30-day deadline.
2. (C) Al Umran said the Bahraini government now had a good
story to tell about its efforts to control and rehabilitate
the three detainees who were transferred to Bahrain in
November 2005. He would request that the Interior Ministry
provide a statement about its work with the returnees.
