PROCESS FOR NEW U.N. SECRETARY-GENERAL

(SBU) On February 14, Foreign Minister Norman Caldera
informed the Ambassador that he is in full agreement with the
USG approach to the selection of the new U.N. Secretary
General. Caldera offered to discuss the issue at greater
length as the race unfolds later in the year.
