1. (C) ESTHOFF passed reftel points October 9 to MFA
Disarmament Affairs Deputy Director General Ignacio Sanchez,
urging Spain to instruct its delegation to the November
Convention on Conventional Weapons (CCW) Review Conference to
support the "opt-in" approach vis-a-vis the possible
anti-vehicle mines (AVM) protocol. Sanchez told ESTHOFF
October 20 that discussions continued within the EU to craft
a consensus position on the AVM protocol and that Spain hoped
to join this consensus. Sanchez said that the U.S. proposed
"opt-in, opt-out" approach would weaken the protocol by
letting opt-out nations such as Russia and China gain the
benefits of protocol adhesion without imposing serious
obligations. As a result, in the context of the EU
discussions, Spain was pushing for some sort of mechanism
that would impose serious obligations on opt-out states.


2. (C) Sanchez said that the Russian Embassy had demarched
him earlier in the week and that he had told the Russians
that the obligations imposed on opt-out states needed to be
beefed up. Sanchez also noted that while Spain agreed on the
need to curb the number of meetings of CCW States parties, it
was unrealistic to think all necessary work on the protocol
could be completed via only one post-Revcon meeting in
November 2007. Spain believed two meetings would be needed.
