1. (C) A/DCM delivered reftel points to Jean-Louis Thill, MFA
officer in charge of Middle Eastern Affairs, on August 31. He
welcomed our points, and plans to share them with FM
Asselborn in advance of the Gymnich meeting. Thill stated
that Luxembourg will support strategies that expedite a
prompt solution and Iran's immediate suspension of enrichment
activities, and expects to back any reasonable P5 1 decision
on next steps.
2. (C) Thill noted that, while Luxembourg has not seen the
Iranian response in its entirety, the portions the GOL has
seen appear ambiguous, confusing, and unclear. He speculated
that the next several days will be critical, with EU SecGen
Solana's planned meetings with Iranian negotiator Larijani
and discussions in the Security Council, to clarifying
overall options and strategies. A/DCM reiterated that Iran
has had every opportunity to comply with UNSCR 1696 and, if
Iran does not comply by today, we hope the U.S. can count on
Luxembourg's support of firm action in the Security Council.
A non-committal Mr. Thill promised that the GOL would
continue to follow the situation closely.
