1. (C) Foreign and Commonwealth Office's UN Desk Officer Tony
Kay informed us November 1 that HMG would follow precedent
among the P5 under which each votes for the other's
candidates to the International Law Commission. As long as
the U.S. voted for the UK candidate, the U.S. should expect
the UK to support our candidate, Kay said.
