1. (C) Uganda is "unclear" about its willingness to deploy
an "IGASOM" force to Somalia under the aegis of IGAD, and the
UK doubts whether it has the capability even if it wanted to,
according to FCO East Africa and Horn Section Head Ben Lyon.
He told Poloff October 30 that the UK wants to seek other
Arab League or African Union member states that could provide
even small contingents to serve - perhaps alongside the
Ugandans.


2. (C) Lyon said USUN had shared with UKUN the text of a
draft resolution October 27. The FCO working level is
reluctant to move quickly in the UNSC, Lyon explained,
because of fears that adopting a UNSCR before IGASOM is ready
to deploy would "bring on the fight" instead of deterring the
Council of Islamic Courts. That is just the working level
view, he emphasized; there is no ministerial decision on this
point yet, but the question will be put to Minister for
Africa Lord Triesman by October 31.


3. (C) COMMENT: Post realizes this issue is being handled
between Washington and New York. As always, we stand ready
to facilitate communication with HMG in any way the
Department may deem helpful. We expect that Lord Triesman
will try to contact A/S Frazer within the next two days
regarding Somalia.
