(C) HMG regrets that it will not be able to send any
participants to the Global Futures Forum conference on
Preventing Genocide and Mass Atrocities per reftel requests.
Foreign Office Genocide Prevention Desk Officer Diane Bell
informed us on September 6 that both of the reftel
invitations in May and August came at what by UK standards is
short notice and that it would not be possible for the UK to
send someone to attend the conference. She also informed us
that due to staffing shortfalls and visitors, the British
Embassy in Washington was similarly unable to send a
participant. Bell regretted the UK's inability to attend,
but stressed that they would be more willing in the future if
given greater advance notice.
