1. (SBU) The Government of Slovenia supports the US
positions on Georgia and Moldova at the OSCE. According to
Deputy Director of the Office of International Organizations,
Damjan Bergant, it will be difficult to get everything we
hope for during negotiations, but worth the effort to try.
While voicing support for the need to include reference to
Istanbul Commitments in some way Bergant expressed skepticism
that there would be a ministerial declaration if the
reference had to be explicit. He thought Slovenia would
support something that described Istanbul Commitments even if
those two words were not actually used. Bergant also said
that he hoped the Moldova 5 2 talks would resume when the
Spanish took over chairmanship of the OSCE. He felt that
while there may not have been many tangible results, the
dialogue in and of itself had been a good enough reason to
keep them going.
