1. (U) On April 26, PolMiloff delivered reftel demarche to
MFA Nonproliferation Department Head Bostjan Jerman. Jerman
agreed that the two meetings of the IAEA's Committee on
Safeguards and Verification (CSV) that have taken place thus
far were deeply disappointing and said Slovenia was largely
supportive of U.S. aims to invigorate the work of the
committee. Jerman noted that he hoped other delegations
would be constructive in their approach, but cautioned that
it was clear that not all countries believed in the
importance of verification. Jerman stressed, however, that
Slovenia is supportive of the proposal to adopt measures to
improve the CSV's capability to detect undeclared nuclear
facilities, material, and activities.
