1. (C) On April 20, PolMiloff delivered reftel demarche to
MFA Nonproliferation Department Head Bostjan Jerman. On
April 26, during a subsequent and unrelated demarche, Jerman
confirmed that Slovenia had demarched Serbia and Montenegro
(SaM) in Belgrade to seek SaM's support for the Proliferation
Security Initiative (PSI). Jerman noted that Slovenia's
demarche made no mention of the U.S., but sought to convince
SaM that signing on to the PSI Interdiction Principles was in
the interests of the entire region and would help bring
greater security to Southeastern Europe.
