1. (C) PolMiloff delivered reftel briefing on April 20 to MFA
Director for South-Eastern Europe Division Davorin Senicar.
Senicar thanked PolMiloff for sharing USG views on Kosovo's
final status negotiations and noted that Slovenia was
sincerely interested in securing peace and stability in the
neighborhood. Senicar, who recently returned from an
assignment in Belgrade, promised to "do what we can to bring
Belgrade and Pristina along and endow them with a
Euro-Atlantic perspective." Senicar noted privately,
however, that he had been more optimistic about the political
situation in Belgrade at the start of his assignment in 2001
than he was now. Nevertheless, Senicar noted that Slovenia
had strong ties, including commercial and political ties,
with both Belgrade and Pristina and would do what it could to
promote a Euro-Atlantic future for both entities. Senicar
agreed that status needed to be resolved before the political
situation deteriorated further.
