1. The Government of Portugal (GOP) shares U.S. Government
concerns regarding North Korea's nuclear ambitions (Refs A
and B). On October 9, the Portuguese Ministry for Foreign
Affairs issued its own statement to express the GOP's
apprehension over North Korea's announced experimental
detonation of a nuclear device. The statement characterized
North Korea's action as "irresponsible and unacceptable,"
noting that it constituted a serious challenge to the United
Nations, particularly in regard to UNSC Resolution 1695.
2. The statement further noted that the GOP stands by the
statement of the Presidency of the European Union, which
offered support to all United Nations efforts to bring North
Korea into compliance regarding the immediate and
unconditional suspension of its nuclear testing and
engineering activities.
