1. (SBU) On 7/7, prior to receipt of Ref A, Foreign Minister
Maurtua told the Ambassador that Japan had requested Peru to
co-sponsor its UNSC resolution regarding DPRK missiles;
Maurtua said that he wanted to hear US views before deciding.
The Ambassador said that the USG considered the North Korea
tests provocative and a disturbance of the peace and urged
the GOP to join the Japanese resolution as a co-sponsor. The
Foreign Minister said Peru would do so. The Under Secretary
for Political Affairs phoned the Ambassador on Sunday to say
that the Friday discussion was timely; instruction to
co-sponsor had gone out to the Peruvian mission in New York
and the Chinese Foreign Minister was belated trying to
contact Maurtua to lobby him.


2. (SBU) Foreign Minister Maurtua is in Washington
accompanying President Toledo. The Foreign Minister had an
aide call the Ambassador the morning of July 10 to say that
he received a great deal of pressure in his Sunday phone call
with the Chinese Foreign Minister to vote against the
resolution, however Maurtua told the Chinese that Peru would
stick by its intention to vote in favor.
