1. As of 16:00 local time on 4/12, the Office of National
Electoral Processes (ONPE) reported that it has counted 87.84
percent of the vote tally sheets. The results to date are as
follows:
-- Ollanta Humala 30.99 percent - 3,431,447 votes
-- Alan Garcia 24.44 percent - 2,706,260 votes
-- Lourdes Flores 23.36 percent - 2,586,552 votes
2. Humala remains safely in front and could soon surpass 31
percent as the final rural results come in, though his totals
could thereafter decline as the National Electoral Board
(JNE) resolves some 7,248 tally sheets that have been
challenged and not/not yet counted by ONPE (Ref A). Garcia
continues to extend his lead over Flores for the second
run-off spot, with the margin between the two growing
slightly from 117,218 to 119,698 votes.
3. Flores' spokesman, Unidad Nacional Congressman Xavier
Barron, harshly criticized ONPE for not/not including in its
vote count the results contained in the 7,248 challenged
tally sheets, which he argued would favor Flores when
included in the official totals. ONPE officials responded
that the law requires that the challenged tally sheets (most
of which contain either slight material errors or illegible
writing) be reviewed and their validity resolved by the JNE
before their results can be entered into ONPE's vote count.
JNE President Enrique Mendoza affirmed this, adding that his
organization should complete its review of all the challenged
tally sheets within 7-10 days.
4. The Flores camp hopes that the challenged tally sheets
will help her cut into Garcia's margin, but they are really
counting on the 200,000-plus ballots cast by Peruvians
outside the country, which so far have strongly favored the
Unidad Nacional candidate, to take her over the top. APRA,
while insisting that these votes will be insufficient to
enable Flores to surpass Garcia, nonetheless, is taking no/no
chances: on 4/12, APRA spokesman, Congressman and party
Co-Secretary General Jorge del Castillo, asked the JNE to
nullify the votes cast in Milan, Madrid, New York and Miami,
alleging "grave irregularities."
