On 4/7, D/Polcouns delivered reftel demarche on the U.S.
decision and rationale for not seeking a seat on the UN Human
Rights Council to Foreign Ministry Director of Multilateral
Affairs Julio Garro, stressing that we still intended to work
cooperatively to make the Council strong and effective.
Garro said he was somewhat surprised to hear that the U.S.
would not seek a seat on the Council, but he welcomed the
USG's intention to work with the Council and to continue to
campaign against abuses of human rights. Garro closed by
putting in a pitch for USG support of Peru's candidacy to the
Council.
