NUCLEAR TEST ANNOUNCEMENT

1. On Tuesday, October 10, Charge Gilmour met with Deputy
Minister of Foreign Affairs Henry Mumba to discuss reftel
talking points. Charge Gilmour laid out USG concerns with
the North Korean nuclear test, and asked for Malawi to join
the international community in condemning the actions of
North Korea. Mumba replied that the GOM considers this to be
a serious issue, that nuclear proliferation is "very
dangerous" to world peace, and, the GOM "hopes that North
Korea can be tamed and brought to the negotiating table."
Mumba said that the GOM won't, "hesitate to be part of world
condemnation, and hopes the security council will move
quickly." However, he also stated that the GOM is not sure
that sanctions will bring about the required results, but
that they would wait and see what comes out of the security
council meetings. Any further information will be delivered
