1. (U) On August 21, 2006, Venezuela's Vice Foreign Minister,
Reinaldo Bolivar, visited Libreville and called on Gabonese
President Omar Bongo Ondimba. According to press reports, he
expressed President Chavez' firm commitment to strengthen the
two countries' friendship and cooperation. Specific sectors
mentioned include health, education, cultural and
professional/technical teaching.


2. (U) The following day, August 22, 2006, Bolivar visited
Sao Tome and Principe where he delivered a similar message to
President Fradique de Menezes. Bolivar and the GoSTP's
Foreign Minister, Carlos Gustavo dos Anjos, then signed a
joint communiqu establishing diplomatic relations, which
will allow for cooperative assistance. Bolivar noted this as
"South-South" cooperation.


3. (C) If this trip was motivated by Venezuela's desire for a
UNSC seat, the stops in STP and Gabon were likely futile.
Unless Venezuela offers to pay STP's arrears to the UN, STP
will have no vote, and President Bongo has been quite clear
about Gabon's opposition to Venezuela's candidacy (reftel).
