TARIJA

REF: LA PAZ 3401

Classified By: Amb. Philip S. Goldberg for reasons 1.4 (b) and (d).

1. (U) The prefects and civic organizations of the
departments of Santa Cruz, Tarija, Beni, and Pando convened
the first meeting of the Bolivian Autonomous Democratic Board
(reftel) in the city of Tarija on December 18. La Paz
Prefect Jose Luis Paredes also participated. During the
meeting the board agreed to establish a commission to draft
proposed autonomy statutes that will be submitted to the
constituent assembly and to refuse to recognize any new
constitution that violates the constituent assembly convoking
legislature.

2. (C) Tarija Civic Committee Vice President Amilcar
Taboada told Emboff that the board also agreed to seek out
and invite like-minded civic organizations from all nine of
Bolivias departments to join the board. The board will also
form an interdepartmental information agency to counter the
government's "media attacks". The next meeting is to be held
in Cobija after the holidays.
