1. (U) Post provides the following response to reftel:

A) In the absence of USDOC or USDA representation, primary
responsibility for trade agreement compliance and monitoring
lies with the economic/political section, whose officers work
closely with Washington counterparts.

B) Economic/Commercial Officer Colleen Crenwelge is
responsible for coordinating post's compliance reporting,
responding to general inquiries, and reporting complaints to
relevant Washington agencies. Ms. Crenwelge can be reached
at 591-2-216-8225 (phone),591-2-216-8855 (fax),or
crenwelgece@state.gov.

C) Post continues to work closely with U.S. hydrocarbons
companies affected by the GOB's May 1 hydrocarbons
nationalization, liaising with company executives and GOB
officials to encourage timely settlement of outstanding
investment disputes. Post also works closely with U.S.
mining companies concerned about the possible nationalization
of mineral resources and has provided guidance to U.S.
companies seeking to remedy trademark violations.

D) Post regularly advises U.S. company representatives to
report any potential compliance issues.
