1. (U) Post sees no negative foreign policy implications of
the National Institutes of Health (NIH) project described in
reftel. Post provides a positive recommendation pending
human subject approval, on the understanding that researchers
will obtain verbal consent from study participants.


2. (U) The USAID health office has requested that NIH
researchers provide additional information regarding proposed
mechanisms for in-country review and approval of human
subjects, along with information about how parties will know
when assurances are granted. The health office has also
requested that NIH researchers provide briefings prior to and
during the study and subsequent report preparations and
inform departmental and municipal health authorities of the
study and its conclusions. USAID point of contact is Acting
