1. (U) Econoff visited Bolivian National Police headquarters
and a La Paz storage site September 19 to confirm continued
possession of hand grenades exported September 2, 2005 to the
Bolivian Ministry of Government. Econoff and NAS staff
verified continued possession by the National Police of
approximately 80 percent of the equipment listed in reftel;
the remaining 20 percent has reportedly been distributed to
police units in Cochabamba and Santa Cruz, where it remains
in storage. The National Police maintain equipment
distribution records and have specified that the gear be used
only for crowd control and riot termination.
2. (SBU) Post has no additional information on foreign
intermediate consignee Westrade S.A.
