1. (U) EconOff delivered reftel talking points May 5 to Jorge
Estrada, legal advisor to Bolivia's National Intellectual
Property Service (SENAPI). Estrada said he was unfamiliar
with the annual Special 301 review of countries' intellectual
property rights (IPR) practices but assured EconOff he would
review the full report.
2. (U) Estrada said SENAPI was undergoing a restructuring
process and noted that it could take several months to
determine needed changes, finalize alterations, and
centralize IPR-related issues in a single body. He mentioned
that SENAPI staff would keep U.S. concerns in mind when
reviewing existing IPR legislation but remarked that IPR
protection, while of interest to the GOB, was not one of its
priorities.
