BEING KIDNAPPED IN NIGER DELTA - 01/12/06


1. (U)Summary: On May 11, three expatriate workers (one
Italian, one Indian, and one British) were detained by a
community group around Port Harcourt. The Italian and the
Indian expatriates are employed by SAIPEM, an Italian oil
services company. The incident occurred at 1120 hours in the
town of Choma. near Port Harcourt, Rivers state, Nigeria.
SAIPEM, along with GON officials negotiated their safe
release at 0300 hours this morning. SAIPEM believes this was
solely an issue between it and the local community, and was
not related to any of the militias operating in the Niger
Delta. End Summary.


2. (SBU)On May 11, at 1250 hours Enrico Insabella, Chief
Security Officer for Eni/Nigerian Agip Oil Company Limited
(NAOC),and to Amado Harake, Security Coordinator for SAIPEM
Nigeria informed RSO of the hostage taking. SAIPEM is an oil
service company belonging to the ENI group. The two company
officials stated that two SAIPEM employees, and possibly a
third, were taken at gun point from their vehicles in the
town of Choma. SAIPEM met with Nigerian State Security
Services(SSS) and successfully negotiated with the community
for the hostages release early this morning. They believe the
incident was due to a dispute between the local community and
SAIPEM. Currently, there is no information linking this
report to a wider campaign of disruptive activities
threatened by Niger Delta militant groups.


3. (U) We will continue to gather information so that we can
better access whether there is merely a local dispute or if
it is part of a larger campaign to disrupt oil company
activity.
