1. (U) On October 26, 2006, we delivered points in reftels to
Andriy Beshta of the MFA UN directorate.
2. (C) Mr. Beshta said Ukraine would "not support" the UNGA
resolutions on the situation of human rights
and children in Lebanon described in reftel A.
3. (C) Mr. Beshta also stated that Ukraine would again
abstain on the resolutions extending the mandates of the
Committee on the Exercise of the Inalienable Rights of the
Palestinian People, the Division for Palestinian rights, and
the Special Committee to Investigate Israeli Practices
Affecting the Human Rights of the Palestinian People and
Other Arabs of the Occupied Territories described in reftel
B. Mr. Beshta noted that Ukraine's voting pattern is in line
with those of EU states. He also stated that Ukraine has
been a member of the first committee mentioned above since
the 1970's -- a legacy of the Soviet period -- and had voted
'yes' on extending the mandates until 2003.
4. (C) Mr. Beshta told Poloff that Israel has asked Ukraine
to withdraw from the Committee on the Exercise of the
Inalienable Rights of the Palestinian People. Although
Ukraine does not support the work of the Committee it has
concluded that withdrawal would not aid Israel much and would
unduly complicate Ukraine's relationship with Arab countries.
