1. (U) On October 16 we delivered reftel demarche regarding
the upcoming UNGA vote on the Declaration on the Rights of
Indigenous Peoples to Andriy Beshta of the MFA UN
Directorate. Neither Australia nor New Zealand have an
embassy in Kyiv.


2. (C) While making our points, poloff noted that the
Declaration could be interpreted to apply to Ukraine's Tatar
population and thereby exacerbate tensions between Tatars and
ethnic Russians in Crimea. Mr. Beshta agreed with this
assessment and informed Poloff that Ukraine abstained when
the Declaration came to a vote in the UN Human Rights Council
and expected to do the same if the matter comes before the
UNGA.
