(C) During a February 22 meeting with new Minister for
Social Affairs and Labor Shaykh Ali Al-Jarrah Al-Sabah, the
Ambassador advised him of U.S. concerns about the use of
contributions to Islamic charities to finance terrorism and
encouraged the GOK to adopt a more active approach. He
commended the GOK on its work in Kuwait to stop terrorist
financing, but expressed concern that once contributions
leave Kuwait the control over their use and the activities of
locally-employed charity staff were unclear and appeared to
be inadequate. The Ambassador passed the Minister a nonpaper
(reftel) on the Revival of the Islamic Heritage Society
(RIHS),informing him that the paper had also been passed by
Treasury U/S Levey to the Kuwaiti Ambassador in Washington.
