(C/NF) Poloff delivered reftel demarche December 19 to Dr.
Hamad Bou Rahman, the Deputy Director of the International
Organizations Department at the Ministry of Foreign Affairs.
Bou Rahman said Kuwait supported reducing the overall
payments of the Group of 77 countries, but understood U.S.
opposition to increasing the scale of assessments' ceiling
rate from 22 to 25 percent. "We have similar problems in the
Arab League," he said, noting that Kuwait and Saudi Arabia
bear a disproportionate amount of the organization's
financial burden. Bou Rahman reported that Kuwait had
received and was reviewing a Japanese proposal, which called
in part for increasing the payments of Russia and China to
the UN.
