1. (U) Post received GOK response below to ref A letter from
U/S Robert Joseph on November 18 from Khalid Al-Jarrallah,
Undersecretary of the Ministry of Foreign Affairs. Following
is an unofficial translation of the response as provided by
the Ministry of Foreign Affairs. The original letter in
Arabic and in English will be forwarded to NEA/ARP Belinda
Jackson.
BEGIN TEXT OF LETTER
His Excellency Mr. Robert G. Joseph
Under Secretary of State for Arms Control and International
Security
In reference to your Excellency's letter dated 27 of October,
2006, concerning the application of the international UN
Security Resolution 1718 providing for the inspection and
monitoring of North Korea's suspension of the proliferation
of any nuclear weapons or materials through its territories:
I would first like to thank your Excellency for this letter
that comes within the framework of the continuous
coordination between our two friendly countries regarding the
stability and security of the region and the exchanging of
information in this regard.
It goes without saying that Kuwait's principled stand is
clear in supporting and backing the implementation of the UN
Security Council Resolution.
Within this context, the State of Kuwait is committed to this
resolution and will apply it according to its available
capabilities.
Kuwait will certainly notify the concerned Kuwaiti companies
that supply the vessels with fuel not to supply any vessels
belonging to North Korea or to any other vessels carrying
North Korean goods beyond the territorial waters as well as
other companies engaging in offering other services to the
vessels.
Please accept our highest consideration.
