1. (C) PolCouns delivered on October 8 points from reftels
regarding a possible North Korean nuclear test to MFA
Director for Asian and African Affairs Ambassador Mohammed
Saud Al-Badr and Director for International Organizations
Affairs Ambassador Mansour Al-Awadi. Both assured PolCouns
that the Government of Kuwait shares USG concerns regarding a
possible test, and asked that we continue to consult closely
on any possible UNSC action. Al-Badr noted that GCC states
in particular should be concerned about the disturbing
precedent that would be set should North Korea proceed with a
test.
2. (C) Following media reports of a test the morning of
October 9, CDA spoke with MFA U/S Khalid Jarallah who
promised that the GOK would issue swiftly a strong
condemnation of North Korea's action.
