1. (SBU) Islamist parliamentarians (MPs) have drafted a
proposal detailing 32 measures they believe should be taken
to ensure more equal treatment of Kuwaiti men and women, the
Arab Times (local English daily) reported October 3. The
measures include giving Kuwaiti women the same social,
income, and pension benefits given to men; longer pregnancy
leaves; and special paid leave in case of divorce or to care
for a sick relative. The proposal also calls on the
Government to provide housing for divorced Kuwaiti women,
even "those who were divorced by non-Kuwaiti husbands." The
proposal was introduced by Islamic Constitutional Movement
(ICM) MPs Duaij Al-Shimmari, Jaman Al-Hirbish, and Nasser
Al-Sane, and independent Islamist MP Waleed Al-Tabtabaei.


2. (C/NF) Comment: This proposal positions Islamist MPs to
get out in front on women's rights issues, demonstrating to
their new female constituents that, despite their previous
opposition to women's suffrage, Islamists are capable of
promoting women's rights (within Islamic strictures). With
the recent reduction in the number of electoral
constituencies from 25 to 5, we expect to see similar
political jockeying as MPs try to build broader, more
issues-based political support, which will help them appeal
to a wider number of voters in the next elections.
