1. Per reftel A, Embassy Kuwait nominates FSN Political Assistant
Rasha Farouk Rizk Salib for the October 16 - 27, 2006 course on
Political Training for locally employed staff. Ms. Salib has been
employed by Embassy Kuwait since April 2005 and has not benefited
from FSI training. Post considers Ms. Salib an ideal candidate for
training: she is dedicated, contentious, always open to new
assignments and challenges, and greatly contributing to the
Political Section's efforts to expand its reporting and develop new
contacts. She is one of two LES employees in the Political Section
and her portfolio includes human rights and democracy-building
issues, trafficking in persons, and women's political participation.
She backs up the Protocol Assistant and also works closely with LES
staff in the Public Affairs Section. She also helps to identify
partner organizations and participants for Post's Middle East
Partnership Initiative (MEPI) programs. Ms. Salib has excellent
English language skills and has independently taken advanced English
classes to improve her writing skills which she has put to use by
drafting several cables this year.


2. The Political Section currently has a vacant reporting officer
position and relies heavily on the LES staff for press summaries,
brief cables, and contributions to unclassified briefing books for
the many visitors to Kuwait. This year, Kuwait's long-serving Amir
died, two new governments were formed, and parliamentary elections
were held in which women participated as voters and candidates for
the first time. Post depended greatly on the LES staff to track
developments, compile biographic data on parliamentary candidates,
and assist in the implementation of fast-track MEPI programs. Ms.
Salib performed admirably and shared in a Group Meritorious Honor
Award for her efforts. The time is right for FSI training to
enhance her understanding of the U.S. foreign policy process. Ms.
Salib was selected for the training offered in April, but due to
severe budget cuts, at that time Post could not fund her
participation (ref B). Funds currently are available for her
participation.
