REF: STATE 103593
Classified By: CDA Matt Tueller for reasons 1.4(b) and (d).
(C/NF) The Charge raised the status of Hurricane Katrina
relief on June 27, 2006 with Ministry of Foreign Affairs
Undersecretary Khaled Al-Jarallah, inquiring about the
possibility of an Amiri decree to approve the assistance
package in the absence of a sitting Parliament. Al-Jarallah
said an Amiri decree was unlikely and disbursement required
parliamentary approval. He was optimistic that the new
Parliament -- elections will take place on June 29 -- would
quickly approve the GOK pledge. While he did not comment on
when Parliament would take legislative action, he said
approval "should be finalized before the Amir's visit" in
early September.
