(SBU) Post conveyed reftel note to the Malaysian Foreign
Ministry on August 23 in support of the candidacy
of Michael Matheson for the International Law Commission.
Polcouns followed up in an August 30 meeting with Bala
Chandran Tharman, the Ministry of Foreign Affairs'
Principal Assistant Secretary for Multilateral Political
Affairs, UN Affairs and Disarmament. Bala said that
Malaysia was in the process of deciding its position
on a number of UNGA voting issues, including the
International Law Commission. Tharman stated that in
principle he saw no problem for Malaysia to support the
U.S. candidate and he was optimistic Malaysia could vote
in Matheson's favor, but a final decision remained
pending.
