1. (SBU) PolOff delivered April 26 reftel talking points and
non-paper to Ministry of Foreign Affairs Chief of Staff
Jacques Djoli. Djoli said the GDRC shares USG concerns about
the spread of ballistic missiles and their associated
technologies. Djoli pointed out, however, that the DRC does
not possess such weaponry or technology. As such, Djoli said
the issue was not an immediate concern of the GDRC, but he
would deliver the aforementioned points to the appropriate
MFA department.
