1. (U) A/S for African Affairs Jendayi Frazer on April 4
during a brief stopover in Kisangani visited the Tripartite
Plus Fusion Cell (TFC),where she received a general briefing
on the work of TFC participants. Along with Ambassador Meece
and SRSG William Swing, the A/S visited the USG-funded fusion
cell with Congolese officials including Orientale province's
Governor and Vice Governor, the Kisangani Vice Mayor, and 5th
Military District Commander General Padiri. Despite the
notable absence of the Ugandan delegation, the TFC's other
members were eager to showcase the project's development, and
their active participation presented a competent,
professional image.
2. (U) Utilizing a jointly prepared PowerPoint presentation,
a Rwandan officer at the TFC briefed A/S Frazer on behalf of
the combined teams on the various "negative forces" they are
following and the general location of each. While
acknowledging the unfortunate absence of the Ugandans, the
other members demonstrated that they were committed to their
joint work and hopeful that higher quality intelligence input
would result in more meaningful analysis.
