1. (U) As announced (reftel),the opposition party Union for
Democracy and Social Progress (UDPS) March 22 held a peaceful
demonstration in central Kinshasa. By late morning,
approximately 700 UDPS supporters had gathered at Kinshasa's
central train station. A portion of this group marched to
MONUC headquarters a few blocks away to deliver a letter
addressed to visiting UN SYG Kofi Annan. The group was well
controlled and chanted slogans outside the MONUC compound for
several minutes. MONUC and Congolese riot police were seen in
the area, but there were no reports of violence or arrests.
By mid-afternoon, both the crowds and the police had
dispersed from central Kinshasa, and traffic was moving
normally.
2. (SBU) Comment: The UDPS was once able to mobilize tens of
thousands of at its demonstrations. That the party was able
to muster only several hundred speaks volumes about its
current lack of direction. End comment.
