1. (U) Per reftels, Embassy Kinshasa followed up November 2
with the Ministry of Foreign Affairs on the candidacy of
Michael Matheson for the International Law Commission.
2. (U) Chief of Staff Jacques D'Joli said that Matheson's
credentials were outstanding and he would forward his
recommendation of support to the DRC mission in New York.
