1. Following is the most recent information available
regarding high-level Democratic Republic of Congo (DRC)
attendance at the United Nations General Assembly.


A. At this time, there is no plan for the DRC's Head of
State to attend the UNGA General Debate.


B. At this time, there is no plan for the DRC's Head of
Government attend the UNGA session.


C. At this time, there is no firm plan for the DRC's Foreign
Minister to attend the UNGA session. However, it is likely
that the DRC will be represented at the Ministerial level.


D. Ambassador Andre Kapanga, Diplomatic Advisor to the
President, former DRC Ambassador to the United Nations, does
plan to attend the UNGA. No travel plans have yet been
confirmed. Ambassador Kapanga does not need an interpreter.


E. At this time, Post has no information about the
attendance of the Foreign Ministry official responsible for
IO affairs.


2. Post would like to note that the government of the DRC,
currently involved in the first democratic election in forty
years, has not yet formalized plans for high level attendance
at the UNGA. We do not expect to have more detailed
information for several weeks, but will advise as soon as we
do.
