1. (U) This message is Sensitive But Unclassified. Please
treat accordingly.


2. (SBU) On March 10, P/ECouns and PolOff met with and
conveyed reftel points (without leaving points behind) to Joy
Wheeler, Director, Caribbean and Americas Department, and
A'Dale Robinson, Americas Desk Officer, at the Ministry of
Foreign Affairs and Foreign Trade (MFAFT).


3. (SBU) P/ECouns asked whether Jamaica would be sending a
delegation and, if so, who would head the delegation.
Wheeler responded that Jamaica plans to send a delegation;
however, it has not yet been determined who will make up that
delegation. Wheeler stated that the delegation would likely
include a Minister (perhaps the Minister of National
Security) and one other person (who likely would also be from
the Ministry of National Security). Wheeler agreed to inform
Post once a determination has been made.


4. (SBU) P/ECouns also asked whether Jamaica would contact
other CARICOM nations to build a consensus regarding CICTE
VI. Wheeler responded that other CARICOM nations would be
consulted on the issues to ensure that the CARICOM regional
interests are covered, but that they would not necessarily
seek to reach a consensus on the issues.


5. (SBU) In a follow-up telephone conversation on March 14,
Robinson told PolOff that Jamaica has not yet ratified the
Inter-American Convention Against Terrorism (Convention).
The Convention is currently under review by the Attorney
General who will give his comments to the Cabinet. Upon
receiving the Attorney General's comments, the Cabinet will
review the Convention and decide whether it should be
ratified. According to Robinson, these are just formalities
and they foresee ratification of the Convention, although he
could not give a specific timeline.
