1. (SBU) On October 4, PolOff met with and conveyed reftel
points to Angella Brown, Deputy Director, International
Organizations Department, at the Ministry of Foreign Affairs
and Foreign Trade (MFAFT),and left a copy of the Non-Paper
on President Chavez' Statements.


2. (SBU) Brown stated that Jamaica's position is the same as
the Caricom position, i.e., that they cannot support
Guatemala. Brown also mentioned that another candidate may
enter the race at the last minute and defeat both Venezuela
and Guatemala, such as Mexico had done in the 1979 race
between Cuba and Columbia.


3. (SBU) Brown also stated that the final decision of how to
vote would be made by the Prime Minister and may be made at
the last minute with a direct communication from the Prime
Minister to Ambassador Wolfe, Jamaica's permanent
representative to the UN. Brown stated that she will likely
be there for the vote but may not herself know how Jamaica
ultimately votes.


4. (C) COMMENT: It seems unlikely that the Deputy Director of
the International Organizations Department in the MFAFT would
not know how Jamaica votes in this election. Brown was
likely implying that Jamaica's vote will be a tightly held
secret, and we may never have confirmation of how Jamaica
