1. In a 10 April meeting with Ambassador Amri-Sued Ismael,
Advisor to the President on Foreign Affairs and Cooperation,
Ambassador Arietti discussed the USG position on the UN Human
Rights Council (HRC) per ref B. On 17 April, poloff delivered
talking points and the Secretary's message from ref B and the
talking points from refs A and C to Augustin Rutikara,
Ministry of Foreign Affairs America's Desk Officer. Poloff
explained the USG position, to which Rutikara responded that
he had followed some of the developments and that he
understood why the US was not seeking a seat on the HRC.
Rutikara promised to deliver the talking points and Secretary
Rice message to the Foreign Minister and had no further
comments on the HRC.
