1. (C) Ambassador met with Rwandan Prosecutor General
Martin Ngoga December 6 to discuss the Bwindi murder case.
Ambassador communicated the decision by U.S. federal
prosecutors to dismiss the case, and seek transfer of the
suspects to Uganda for prosecution (Note: the 1999 murders
occurred in Uganda). Given prior warning of this possibility
(reftel),Ngoga appreciated the reasons behind the decision.
He agreed that any effort to deport the suspects to Rwanda
would be difficult. "I understand the situation," he said.
He had "no objection" to prosecution in Uganda, and said that
the three governments, U.S., GOR and GOU should begin joint
discussions on the possible transfer to Ugandan authorities.
"I will consult with my Uganda counterparts," he said.
2. (C) Comment. Ngoga's earlier negativity at the prospect
of a transfer of the Bwindi suspects to Uganda came at a time
of some strain in Rwandan-Ugandan relations. In the interim,
overall relations have improved and there has been a series
of high-level visits, no doubt affecting Ngoga's reaction.
